RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA
ADOPTING MODIFICATIONS TO THE "QUALIFICATIONS" SECTION
OF THE TOURISM BUSINESS IMPROVEMENT DISTRICT
ADVISORY BOARD BYLAWS
THE CITY COUNCIL
City of Morro Bay, California
WHEREAS, the City Council supports robust civic participation regarding the
affairs of the City of Morro Bay; and
WHEREAS, the City Council has created numerous volunteer advisory boards to
provide recommendations to the council related to City business; and
WHEREAS, one such advisory body, the Tourism Business Improvement
District ("TBID") Advisory Board, serves to provide recommendations related to tourism
promotions and marketing; and
WHEREAS, the TBID Advisory Board at times can face the difficult challenge
of having to fill vacant board positions due to the fluid nature of the hotel industry; and
WHEREAS, the TBID Board is now required to include hoteliers meeting
specific qualifications related to operating a lodging of 22 rooms or less or 50 rooms or
less; and
WHEREAS, such qualifications requirements inhibit the ability of the City to
adequately recruit volunteers to board positions of the advisory body; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Morro Bay, California, as follows:
Section 1. The "Qualifications" section of the Morro Bay Tourism Business
Improvement District Advisory Board By -Laws is amended to read as follows:
The MBTBID Board shall consist of five (5) members from the Morro
Bay lodging industry and two (2) members from the community at large.

® The five members from the lodging industry shall consist of three
members representing hotels "at lame" (no specific number of
rooms), and two other positions shall give preference to a member
representing lodging rooms of less than 22 rooms and one member
representing 50 or less rooms (single hotel or cumulative
representation), respectively. If no preferential applicant from a
small or large hotel — as defined above — apply, then the seat shall be
made available to applicants at an "at lame" hotelier representative
basis.
The community "at large" members shall be residents and registered
voters of the City during the term of appointment.
Each member must be at least 18 years of age at the time of appointment
and may not be an Elected Official, Officer, or Employee of the City of
Morro Bay. (Council Policies and Procedures, Section 6.6.1)
PASSED AND ADOPTED by the City Council of the City of Morro Bay at a
regular meeting thereof held on the 22nd day of September, 2015 on the following vote:
AYES: Irons, Headding, Johnson, Makowetski
NOES: None
