SECTION 4: Adoption of this
uncodified Ordinance is exempt from the California
Environmental Quality Act under CEQA Guidelines section 15�61 �b}(3} because it can be seen with
certainty there is na possibility the amendment may have a significant effect on the environment.
SECTION 5: If any section, subsection, sentence, clause, or phrase of this ordinance is for
any reason held to be invalid or unconstitutional by a decision of any courfi of any competent
jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance. The

SECTION 6: This Ordinance shall take effect 30 days after its adoption. The City Clerk, or
