Adoption and presentation of Resolutions of Appreciation to outgoing Mayor and Council members 4. Determination of vacated Council -seat term 5. Selection of Mayor Pro Tempore 6. Discussion of Council meeting procedures 7. Set date for quarterly City/Cayucos Sanitary District meeting 8. Set date to interview Harbor Commission applicants **PUBLIC IS INVITED TO SHARE IN THE REFRESHMENTS AFTER THE MEETING** MINUTES - MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING - NOVEMBER 30, 1984 RECREATION HALL - 7:00 P.M. Mayor Shelton called the meeting to order at 7:00 p.m. He stated that the meeting had been called for the purpose of seating the newly elected Councilmembersand Mayor. RESOLUTION NO. 132-84 RECITING THE FACT OF THE GENERAL MUNI- CIPAL ELECTION HELD ON NOVEMBER 6, 1984 AND DECLARING THE RESULTS THEREOF Mr. Napper stated that the County Board of Supervisors had certi- fied the results of the election as required by law and it re- mained for the City Council to ratify those results. MOTION: Councilmember, Lemons moved for the adoption of Resolu- tion No. 132-84. The motion was seconded by Council - member Risley and unanimously carried by roll call vote. (5-0) Councilmember Anderson thanked the citizens of Morro Bay for allowing him to serve and expressed his thanks for the cooperation and work of the City staff. Councilmember Lemons also stated that the City was very fortunate to have the caliber of staff that they have. He reminded the incoming Councilthat the vote in the recent election was very close and there is a significant number of people in the com- munity who want the water system totally improved. Mayor Shelton also thanked his wife and the voters for his time in office. He thanked staff, including the people in the field with whom he has little contact, but make his job look good. OATH 0F OFFICE TO NEW MAYOR AND CITY COUNCIL MEMBERS AND PRESENTATION OF CERTIFICATES OF ELECTION Mr() Napper issued the Oath of Office to Mayor -el ect Bud Zeuschner. and Counc iimembers-elect James Miller. and Rose Marie Sheetz. Counc ilmember Sheetz thanked the voters for placing her in office and stated that she planned to fulfill her objectives as stated during the campaigns Council member Mil_l_er thanked those who had worked so hard campaign and stated that he would decide on issues fairly° urged his fellow Counc ilmember. s to remember that the el ec tion a very close one and the people not voting for those in deserved representation a1 so . his He was office in Mayor Zeuschner stated that this Council_ was very fortunate to be in office at this time in Morro Bay in view of the healthy status o f the City. He urged the Counc ilmembers and said he himself intended to step back from issues and look at the whole picture before making a decision on various issues. Mr. Napper stated that Andy Zatko wished to make a presentation at this time. Mr. Zatko presented the Mayor with a trophy which included a sealed bottle of prohibition whiskey he had found while diving in the Great Lakes° The same trophy was presented to Mayor Shelton two years ago arid now has Mayor Zeuschner's name o n ito 30 ADOPTION AND PRESENTATION OF RESOLUTIONS OF APPRECIATION TO OUTGOING MAYOR AND COUNCIL MEMBERS Mr. Napper reviewed the proposed resolutions for Counc i_l's con- sideration; Resolution No. 133--84 commending Eugene Ro Shelton for his service as Mayor to the City of Morro Bay, Resolution Noo 134-84 commending John Lemons for his service as Couric ilm ernber. to the City of Morro Bay, and Resolution Noe 135-84 commending Rodger J. Anderson for his service as Counc ilmember. to the City o f Morro Bay. MOTION: Counc ilmember Risley moved for the adoption of Resolu- tions No0133-84, 134®84,and 135-84. The motion was seconded by Counc ilmember. Sheetz and unanimously carried by roll call vote. (4-0) Mayor Zeuschner highi ighted the achievements listed on the reso- lutions and presented each to outgoing Mayor Shelton and former Counc ilmember. s Anderson and Lemons. 2 MINUTES - MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING _ NOVEMBER SO, 1984 PAGE THREE 4e DETERMINATION OF VACATED COUNCIL -SEAT TERM Mr. Napper stated that pursuant to State Code, the Counc it has 30 clays to determine how they will_ fill_ the unexpired term of Coun-s c ilmember. Zeuschrler; either by appointment or special_ election. MOTION: Courici_l_member. Risl ey moved that the vacancy be filled by appointment. The motion was seconded by Counc ii member Sheetz and unanimously car_ r ied . (4-0 ) Counc ilmember Risley nominated Ray Kal.teribach for appointment . Couricilmember Miller read a letter. from 44 citizens requesting that Dale Reddell be appointed to the unexpired term based on his receiving the second -highest number of votes in the election after Mayor Zeuschnere He also cited Reddell's quail f icatioris for office and the fact that his selection would represent a balance on the Council_ for the community. If Counc it did not wish to appoint Mr.. Redden_ , the letter requested that a special election be held to let the peo pl. e decide who should hold the office Counc ilmember. Miller_ nominated Dale Redd ellfor the unexpired term. MOTION: Counc ilmember Sheetz moved that the nom iriations be closed. The motion was seconded by Mayor. Zeuschrier and unanimously car ied . (4-0 ) Ray Kaltenbach was appointed to off ice on the following roll call vote Miller : Risley: Sheetz: Zeuschner: Redd el1 Kaltenbach Kaltenbach Kaltenbach MOTION: Counc ilmember Risley moved that Ray Kaltenbach be appointed by this City Council to the two year term. The motion was seconded by Counc ilmember. Sheetz and carried, with Courzcil_member Miller voting no. (3-1) Mr. Napper administered the Oath of Office to Mr. Kaltenbach. He thanked his supporters and said he intended to keep his pledge to keep Morro Bay unique and affordable 5. DISCUSSION OF COUNCIL MEETING PROCEDURES Mayor. Zeuschner reviewed meeting procedures which he wished to follow during Council_ meetings. One would be to limit speakers to 5 minutes; also to call for speakers speaking for and against issues in an alternating pattern. He asked Councilmembers if they had anything they wished to add Counc ilm ember Sheetz suggested that Council meetings start at 7:00 p.m. Co uric it m ember Miller suggested that the 5 minute 1. im it be absolute with a 3 minute rebuttal . Counc ilmember. Risley suggested setting a time on the agenda for publ is comment on items not on the agenda . Mayor Zeuschner made note of the items and stated that they would come back later for further discussion. 7. SET DATE FOR QUARTERLY CITY/CAYUCOS SANITARY DISTRICT MEETING Council set 7:00 p.m., December 11, 1984 in the City Hall Conference Room for the quarterly joint meeting with Cayucos Sanitary Board 8 a SET DATE TO INTERVIEW HARBOR COMMISSION APPLICANTS Counc. ilmember Risley suggested that Council delay interviewing Harbor Commission appl icants until_ after the final filing date for all commission/board vacancies and interview them all at the same time. Council_ set January 3, 1985 at 1:00 p.rn. in the City Hall Conference Room. Mayor. Zeuschner stated that they could interview until 5:00 p.m. and then come back at 7:00 porno to interview those unable to make it in the afternoon. 9 a ADJOURNMENT Mayor Zeuschner thanked everyone for attending the meeting and invited them to stay after for. refreshmentso MOTION: Counc 11.member Risley moved that the meeting be adjourned.
