HomeMy WebLinkAboutCC_1983-06-27 Water Advisory Board Interview MinutesMORRO BAY CITY COUNCIL ADJOURNED MEETING - JUNE 27, 1983 CITY HALL CONFERENCE ROOM WATER ADVISORY BOARD INTERVIEWS 5:00 P.M. Mayor Shelton called the meeting to order, and announced that t his meeting was for the purpose of interviewing applicants for t he Water Advisory Board. Mayor Shelton stated that the applicants would be interviewed in alphabetical order, and noted t hat there were nine vacancies. 1. Mr. Ray Kaltenbach was the first applicant and he stated that he was interested in community service, and had been serving on t he Board as an interim appointee. Council directed several questions to Mr. Kaltenbach, and he noted that he felt the Water Management Plan was a good plan, and should be implemented. Mr. Kaltenback also felt that the City should consider imported water as one solution. 2. Mark Branson stated in response to a question by Mayor S helton, that he was interested in water issues, and was looking for an opportunity to become involved in community issues. Mr. Branson also informed Council that he was a student, and one of h is areas of interest was conservation of water resources. 3. Dorothy Cutter stated that she was interested in the City and was a long time resident. Ms. Cutter said she was not extremely familiar with the actions of the Water Advisory Board, other than w hat she had read in the papers. Ms. Cutter stated that she had served on a prior Water Advisory Board and was familiar with Morro Bay's history of water problems. 4. Mr. Richard Fisher was unable to attend due_to:.a death in the family. 5. Jody Giannini stated that he was interested in serving on the Boara for agricultural_ reasons, and to contribute any information regarding the Morro Basin. Mr. Giannini also noted that he was familiar with the Board's actions only through what he was able t o read in the paper. 6. Mr. Arby Kitzman felt that it was important to have different ✓ iewpoints on the Board, and noted that as an incumbent, he felt t he Board had been able to work well with a varied make-up. Mr. Kitzman stated that his experience in commercial and domestic w ater supplies would help him on this Board, and felt a goal for t he Board would be to advise the Council on current water useage and problems, and aid in the implementation of the Water Management Plan. 1 MORRO BAY CITY COUNCIL ADJOURNED MEETING - 6/27 P AGE TWO 7. Mr. Bob Lane stated he wished to serve because of his concerns over implementation of the Water Management Plan. Mr. L ane stated he was also concerned over a recent ruling regarding riparian water rights, and would like to see effective, affordable measures implemented. Mr. Lane suggested also that t he City consider importing water. 8. Mr. William Lynn noted that his reason for wishing to serve w as his concern for avoiding problems during the "lean" years, and he stated he had lived in Morro Bay for 10 years. 9. Mr. Ernest Maltby felt that problems in the City, and an community services was one t he City should participate his familiarity with past water opportunity to participate in reason for serving. Mr. Maltby felt in Whale Rock reservoir. 10. Mr. Ivan Rosenberg wanted to serve on the Board to participate in community activites again, and felt that he could add a diversity to the Board. Mr. Rosenberg stated that he would w ant to study details of the Water Management Plan before making any suggestions. 11. Grace Melton urged the Council not to shelve the Water Management Plan, and stated that as Chairman of the Board, she h ad previously warted to speed implementation of the plan, and w ould continue to work in this capacity. Mrs. Melton suggested t hat the idea of reclamation of the Golf Course water should be pursued, as well as water for non-agricultural purposes. 12. Mr. Pat Nagano was not present. 13. Mr. Steven Paige felt that land use and energy management w ere two important issues to be considered on the Water Board. Mr. Paige also felt that solar power should be considered by the Board. 14. Mr. Herbert Rasmussen stated that he was a Cayucos resident, and had been aware of the need for compromise in the water problems affecting the Morro Bay area. Mr. Rasrnusen noted that h is experience would be an aide in analyzing the problems, and finding different solutions and ways of financing implementation methods. 15. Mr. Jack Sufluh stated that as a long resident of Morro Bay, h e had served on various committees Willie Mayor, and felt that h is knowledge of the water problems in Morro Bay, as well as his familiarity with the Water Management Plan, would serve the Board w ell. 2 MORRO BAY CITY COUNCIL ADJOURNED MEETING - JUNE 27, 1983 PAGE THREE Council then discussed the various attributes of each applicant and voted on their choices. The following applicants received the most votes: MOTION: MOTION: Dick Fisher Jody Giannini Arby Kitzman Bob Lane Grace Melton Ernest Maltby Ray Kaltenbach Ivan Rosenberg Jack Surfluh Councilmember Risley moved that the above nine applicants be appointed by acclamation to the Water Advisory Board. The motion was seconded by Councilmember Anderson and carried unanimously. (5-0) Councilmember Anderson moved that the meeting be adjourned to the regularly scheduled meeting at 7 30 p.m. The motion was seconded by Councilmember Lemons and carried unanimously.
