Mayor Shelton called the meeting to order at 7:30 p.m. with the following
members present:

Mr. Baxter gave a summary of the City option of providing a site for
the Morro Bay Library adjacent to the Recreation Hall. .
Mr. Jim Maul provided further information regarding the site and
improvements and traffic circulation.
Mayor Shelton stated his concern over access to a future public safety
site.
Mr. Dick Dennison commented regarding the lack of foot traffic on
Kennedy Way, and noted that increased foot traffic would be a result of
a new library building.

Councilmember Lemons stated that if the library was placed on the Harbor
Street site as requested, this would preclude other future City uses
for this parcel.
Councilmember Anderson questioned the realignment of Kennedy Way and
what its cost would be..
Councilmember Zeuschner felt that money to realign Kennedy Wayshould
not be spent at a time when budgets were so tight.
Council disucssed variuos aspects of placing the library at the Kennedy
site versus the Harbor Street site, and Mr. Maul noted that if it was to
be sited on Harbor Street, the best area'»would be the corner Of Shasta
and Harbor, with new street trees planted.
Councilmember Lemons asked what the parking demands would be at the
new Library.
Mr. Kim stated that this was unknown.
Councilmember Anderson felt that transit concerns should be futher
considered.
Eva Montgomery spoke regarding various site potentials.
M'May Diffley noted the need for funds for this project and how the
designation of a site will assist in this endeavor.

Grace Melton felt that the fund rasing project would lose money if the
site designation were to be made contingent upon the street widening.
Mr. Baxter stated that the best compromise might be to designate the
corner of Shasta and Harbor.
There was a brief general discussion and review, and Mayor Shelton
t hanked all the participants for their comments.
MOTION: Councilmember Lemons moved that the meeting be adjourned
t o closed session to discuss Sonic litigation. The motion
was seconded by Councilmember Zeuschner and carried by a
unanimous vote (5-0).
MOTION: Councilmember Anderson moved that the meeting be returned
t o Open Session. The motion was seconded by Councilmember
t emons and carried unanimously. (5-0)
MOTION: Councilmember Zeuschner moved that Council authorize
City legal representative for former Councilmembers regarding
t he Sonic Cable TV litigation. Seconded by Lemons, carried unan.
(5-0)
MOTION: Councilmember Anderson moved that the meeting be adjourned
t o the regular meeting of April 25, 1983. The motion was
seconded by Councilmember Lemons and carried unanimously.
