The meeting was called to order at 6:30 p.m. with the following members
present:

A4 EPA AUDIT REPORT

Mr. Nichols gave a brief report of the State draft of the EPA audit and
itemized the two steps audited and informed the Council and Board of
what areas the State is challenging. Mr. Nichols outliried the staff
work on the response to this audit..
There was a general discussion regarding the alternatives available to
the Council and Board.
Mr. Nichols stated that he would send the City's reponse to the State
outlining the City's position, and would discuss the situation further
with the State.
President Schubert questioned the projects completion dates.
B. UPDATE ON PLANT CONSTRUCTION

Mr. Nichols updated the Council and Board regarding the status of the
Wastewater Treatment Plant Construction, which is about 12% complete.
Mr. Nichols itemized the detail of the construction project.
Councilmember Risley requested information regarding the number of
persons employed by. this project.
C . REVIEW OF AGREEMENT FOR PROPERTY RENTAL AND HYDRO TRUCK
Mr. Baxter stated that no agreement was presently available for this
matter, and discussion would have to be postponed.

D. DISCUSSION REGARDING CONSTRUCTION ADJACENT TO MORRO DUNES
Mr. Baxter reported on the construction adjacent to the Morro Dunes
R.V. Park site.
Mr. Nichols stated that there had been problems with the acquisition
o f an easement, and additional non -grant eligible costs had been
o ccured. Mr. Nichols stated that the Coastal Permit would need to be
amended.
E. REVENUE PROGRAM APPROVAL
P resident Schubert reported on the efforts of Cayucos regarding their
g rant participation. Final revisions are being worked on now, and will
be submitted when completed by Montgomery Engineers.
F. CHANGE ORDER FOR UTILIZING EFFLUENT FOR WASHDOWN WATER
Mr. Nichols stated that there were concerns regarding the quality of
water being presently used for washdown, and the potential. threat to
employee health. An estimate of $7,000 was given, to convert this system
t o. potable water. Mr. Nichols stated that he would submit this request
t o see if it would be grant eligible.
There was a general discussion of the cost and the current practice and
its hazards.. Several suggestions for alternative measures were offered.
Mr. Nichols stated that he would report back regarding this situation.
G. MORRO BAY/CAYUCOS JPA BUDGET/OUTFALL
Mr. Baxter reported on the budget transfer.
Councilmember Lemons quegtioned the testing requirements for the new
plant, and stated that more control regarding additional costs was
needed.
Mr. Nicholsstated that these costs would be reviewed.
MOTION:
Boardmember Bergmueller moved to accept the budget
t ransfer as submitted. The motion was seconded. by
Boardmember Murray and carried unanimously.
MOTION: Councilmember Lemons moved to accept the budget
t ransfer as submitted. The motion. was seconded by
Councilmember Risley and carried unanimously. (3-0-2)
P resident Schubert commented on the time requirements for fund transfers,
and suggested that an amendment to the JPA be made to allow for greater
notice.

Mr. Baxter stated that the grant anticipation loan should be in effect
prior to the next progress payment in November of another $500,000
Mr. Baxter requested that the Cayucos Board and the City Council approve
utilizing grant anticipation loan to assist funding of the progress
payment, so the City and Cayucos won't have cash flow problems.
MOTION: Boardmember Murray moved that the Cayucos Sanitary District
authorize staff to secure grant anticipation funding for
construction of the Wastewater Treatment Plant. The motion
was seconded by Boardmember Bergmueller and carried by the
following roll call vote:
AYES: Murray, Bergmueller, Borradori, Schubert
NOES: None
ABSENT: Minetti
MOTION: Councilmember Risley moved that the City Council authorize
staff to secure grant anticipation funding for construction
of the Wastewater Treatment Plant. The motion was seconded
by Councilmember Lemons and carried by thefollowing roll
call vote.

NOES: None
ABSENT: Anderson, Shelton
Cayucos reported on the efforts to bypass the main trunk line, and
noted that Montgomery Engineers will prepare plans and negative
declaration Environmental Impact Statement. Cayucos reported on
the. bid process.
MOTION:.
Councilmember Lemons moved that the meeting be adjourned.
The motion was seconded by Councilmember Risley and carried
unanimously. (3-0-2)
The meeting was adjourned at 7:23 p.m.

SUBJECT: MB-CAYUCOS JPA BUDGET
DATE: OCTOBER 10, 1983
If you recall, one of the changes to the City Budget
for 1983-84 involved an increase of $20,000 for sewer
ocean outfall testing. This necessitates also a
change in the JPA budget because the cost will be
paid from JPA funds.
Recommendation
That the joint meeting agenda include an item trans-
ferring $20 000 from operating contingencies to
professional services for outfall testing.
