Mayor Shelton called the meeting to order at 5:00 p.m. with the following

Mayor Shelton announced that this joint meeting was being held for the
purpose of discussing general policies regarding mandatory refuse service.
George Rubaloff provided a brief overview of the Refuse Board's previous
d iscussions and stated that a draft list had been developed outlining areas
of concern to the Board.
Council then disucssed with the Board members various aspects of the refuse
service that were of concern, including alternative billing methods, pick-up
amounts and charges, and proposals for eliminating collection problems.
Councilmember Lemons stated that he would like to the see the Board develop
some concrete recommendations for presentation to Council. Councilmember
Risley concurred, and noted that the Refuse Board has been working with
t hese problems for some time and their knowledge concerning the problems
and possible solutions is much greater than Council's.
Mayor Shelton stated that he appreciated the creative suggestions being
offered, and urged the Board to develop proposals and recommendations
for Council's action.
Several Boardmembers spoke regarding certain areas they wished to have
Council clarify, including the role of the board in assisting the Garbage
Company, the Council's philosophical position concerning mandatory refuse
pickup and other similar problems.
The Council concurred that their position regarding mandatory refuse was
t hat it should continue, but agreed that if the Refuse Board could come

up with any imaginative solutions to some of the current difficulties
regarding billing, pick-up, etc., that the Council would welcome any
such suggestions or. recommendations.
Representatives of Morro Bay Garbage Service were present and stated that
they would be willing to work with the City regarding any proposed changes
and noted that collection of delinquent accounts is their biggest problem.
Mary Phillips stated that she felt Council should not be discussing policy
at this meeting, without members of the public present, and noted that
she objected to mandatory service, and was not going to pay for a service
she did not need.
Councilmember Zeuschner noted that the Garbage company is an agent of the
City and as such, the City is responsible for seeing that the service is
carried out in a satisfactory manner. Councilmember Zeuschner stated that
the Refuse Board is charged with handling complaints and trying to provide
solutions to problems of customers as well as the contractor. Councilmember
Zeuschner stated that the Council would gladly hear any recommendation for
change if the Refuse Board feels that it is necessary or would improve
service.
There was additional discussion on this matter, with the Refuse Boardmembers
stating that they had a clearer picture of their role and what lies ahead of
them.
The Refuse Board meeting was then adjourned.
Mr. Baxter stated that a Resolution was before Council for consideration
of. presentation before the Annual League of Cities Conference.
(Mayor Shelton left the meeting at 6:25.p.m.)
Council... discussed various aspects of this Resolution concerning local
control over land use, and noted that it was a philosophical statement
without any final detail regarding how changes would be effected.
Mr. Baxter stated that the idea was conceptual, and had been endorsed by
the Mayors of San Luis Obispo County at their last meeting.
Councilmember Risley commented that the resolution proposes a Constitutional
initiative, and noted what a big effort that would be..
MOTION: Councilmember Lemons moved that the Council endorse the
Resolution as presented. The motion was seconded by
Councilmember Risley and carried unanimously. (3-0-2)
MOTION: Councilmember Lemons moved to adjourn the meeting to October
l0th at 5:00 p m. for a Closed Meeting regarding the Nist Appeal.
The motion was seconded by Councilmember Risley and carried
unanimously. (3-0-2)
The meeting adjourned at 6:43 p.m.
