ADJOURNED MEETING - AUGUST 16, 1983

Mayor Shelton called the meeting to order at 9:30 a.m. with the
following members present: Mayor Shelton, Councilmember Anderson,
Councilmember Risley and Councilmember Zeuschner. Councilmember
Lemons was absent. Staff present were Gary Napper, Acting City
Administrator; Murrel Crump, Community Development Director; and
Peggy Buchanan, Deputy City Clerk.
A. CONSIDERATION OF SIX MONTH TIME EXTENSION FOR FILING OF FINAL
MAP ON TENTATIVE TRACT MAP NO. 951, SEA HARBOR. VILLAS
Councilmember Zeuschner requested information concerning Planning
Commission action and recommendation.
Mr. Crump stated that the Planning Commission had, on August 15, 1983,
recommended that the City Council approve the time extension as sought
by the applicants.
Mayor Shelton asked if matters concerning the project itself could be
discussed, or if changes could be made.
Mr. Crump stated that no changes could be made at this time, as the
use permit was not before Council. Council's decision at this point
solely concerned the granting or denying of an extension for filing
of the Final Map.
Councilmember Risley requested information regarding Coastal Commission
action on a prior subdivision (Horace).
Mr. Crump stated that the Coastal Commission had approved the Horace
project.
Council discussed the proposed zoning and land use for this area.
Mr. Crump stated that the land use proposed was multi -family, with a
general policy for the area for visitor serving use priority.
Councilmember Risley asked if a conversion of this project from time-
sharing to other uses would be possible in the future.
Mr. Crump stated that the Coastal Commission permit requirements provide
that if a unit is not rented for 3 consecutive days, it must be made
available as a motel unit. Any other type of conversion would require
a use permit and subsequent Planning and Council approvals.
MOTION
Councilmember Zeuschner moved that Council accept the
Planning Commission recommendation to approve the extension.
Motion was seconded by Councilmember Risley and carried by
a unanimous roll call vote. (4-0-1)

Mayor Shelton requested an Executive Session to discuss litigation
matters.
MOTION:
Councilmember Zeuschner moved that the meeting be
adjourned to Executive Session. The motion was
seconded by Councilmember Risley and carried unanimously.
(4-0-1)
The meeting was adjourned to executive session at 9:45 a.m.
MOTION:
Councilmember Anderson moved that the meeting be
adjourned to the regular meeting of August 22, 1983,
at 7:30 p.m. The motion was seconded by Councilmember
Zeuschner and carried unanimously. (4-0-1)
The meeting was adjourned at 10 : 04 a.m.
