RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA
AUTHORIZING ACCEPTANCE OF A LOCAL ROAD SAFETY PLAN (LRSP) GRANT
THROUGH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS),
DISTRICT 5 AND DELEGATION OF EXECUTION OF MASTER AND SUPPLEMENTAL
AGREEMENTS

City of Morro Bay, California
WHEREAS, Federal regulations require each State has a Strategic Highway Safety Plan
(SHSP); and
WHEREAS, an SHSP is a statewide data -driven traffic safety plan that coordinates the
efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries
on all public roads; and
WHEREAS, the SHSP addresses the 4Es of traffic safety* Engineering, Enforcement,
Education, and Emergency Services; and
WHEREAS, the SHSP is used as a statewide approach for improving roadway safety,
and a Local Road Safety Plan (LRSP) can be a means for providing local and rural road owners
with an opportunity to address unique highway safety needs in their jurisdictions while
contributing to the success of the SHSP; and
WHEREAS, the process of preparing an LRSP creates a framework to systematically
identify and analyze safety problems and recommend safety improvements; and
WHEREAS, preparing an LRSP facilitates the development of local agency partnerships
and collaboration, resulting in a prioritized list of improvements and actions that can
demonstrate a defined need and contribute to the statewide plan; and
WHEREAS the LRSP provides a framework for organizing stakeholders to identify,
analyze, and prioritize roadway safety improvements on local and rural roads The process of
developing an LRSP can be tailored to local protocols, needs, and issues; and
WHEREAS, beginning April 2020 the Highway Safety Improvement Program (HSIP)
Cycle 11 will preference having an LRSP, or its equivalent, when considering applications for
federal Highway Safety Improvement Program (HSIP) funds; and
WHEREAS, beginning April 2022 the Highway Safety Improvement Program (HSIP)
Cycle 11 will require an LRSP or its equivalent, to be eligible to apply for federal Highway
Safety Improvement Program (HSIP) funds, and
WHEREAS, to assist local agencies developing their safety plans, a total of $10 million
from the HSIP was set aside and exchanged for state funds; and
WHEREAS, the funds will be awarded to the applicants on a "first come first serve"
basis. Caltrans will continue to accept applications as long as the funding is available; and
WHEREAS, the City of Morro Bay is eligible to receive Federal and/or State funding for
certain transportation projects, through the California Department of Transportation; and
WHEREAS, master agreements, program supplemental agreements, fund exchange
agreements and/or fund transfer agreements need to be executed with the California
Department of Transportation before such funds can be claimed, and
WHEREAS, the City of Morro Bay wishes to delegate authorization to execute these
agreements and any amendments thereto to the City Manager or designee.
hereby:
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Morro Bay
1. Accepts the reimbursable grant from the State of California Department of
Transportation for the preparation of a Local Roads Safety Plan (LRSP) in the
amount of $40,000.
2. Authorizes the expenditure of up to $5,000 in City Transportation Impact Fees or
the appropriate amount of in -kind services for the required $5,000 match for the
preparation of a Local Road Safety Plan (LRSP) with the referenced grant of
$40,000 from the State of California Department of Transportation.
3. Authorizes the City Manager or designee to execute all Master Agreements,
Program Supplemental Agreements, Fund Exchange Agreements, Fund Transfer
Agreements, related documents, and any amendments thereto with California
Department of Transportation as needed to accept State grant funds from the
State of California Department of Transportation for the preparation of a Local
Roads Safety Plan (LRSP) in the amount of $40,000 .

meeting held on this 22nd day of June 2021 by the following vote:
