A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA
ACCEPTING INTEGRATED REGIONAL WATER MANAGEMENT GRANT FUNDING
FOR THE INDIRECT POTABLE REUSE COMPONENT OF THE
WATER RECLAMATION FACILITY (WRF) PROGRAM
The City Council
City of Morro Bay, California
WHEREAS, the City participates in the Integrated Regional Water Management (IRWM) Program
and Regional Water Management Group; and
WHEREAS, the City Council approved the "San Luis Obispo County Region Integrated Regional
Water. Management Program Participants Memorandum of Understanding" outlining the governance
structure for the integrated water management planning efforts for San Luis Obispo County and the City
Engineer executed the Memorandum in October 2012; and
WHEREAS, on November 4, 2014, California voters approved Proposition 1, the Water Quality,
Supply, and Infrastructure Improvement Act of 2014. Proposition 1 authorized $510 million in Integrated
Regional Water Management (IRWM) funding; and
WHEREAS, the City is implementing the Indirect Potable Reuse Component of the Water
Reclamation Facility (WRF) Program, creating a new water supply- ultimately creating a sustainable, well
diversified water supply portfolio; and
WHEREAS, the City has completed the construction of the water treatment facility, and has
started to prepare a design for the injection wells; and
WHEREAS, the City, through the IRWM, was recommended to apply for a Proposition 1
implementation grant to fund portions of the Indirect Potable Reuse component of the WRF Program;
and
WHEREAS, the City's Indirect Potable Reuse project, and five other County projects, were
recommended for Proposition 1 implementation grant funding; and
WHEREAS, the San Luis Obispo County Flood Control and Water Conservation District is the
lead agency responsible for the IRWM program and for the administration of agreements necessary to
receive State funding; and
WHEREAS, the City wishes to submit an application and accept the grant funding for the
Indirect Potable Reuse component of the WRF Program in the amount of $1,200,000.00.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the City Council of the City of Morro
Bay, that:

1. That the City is authorized to submit an application to the California Department of Water
Resources to obtain a Round 2 Integrated Regional Water Management Implementation Grant
pursuant to the Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Water Code
§ 79700 et seq.), and
2. That, if awarded, the City Manager is authorized to enter into an agreement to receive a grant for
the Indirect Potable Reuse Project; and
3. The Director of Public Works, or designee, is hereby authorized and designated to prepare the
necessary data, conduct investigations, file such proposal, and execute a grant agreement with
California Department of Water Resources and any other documents necessary to implement
the City's application for and award of the grant funding; and
4. The Director of Public Works, or designee, is hereby authorized and designated to represent the
City of Morro Bay in carrying out City of Morro Bay's responsibilities under the funding
agreement, including certifying invoices and disbursement requests for Project costs on behalf
of City of Morro Bay and compliance with applicable state and federal laws.
5. Any and all actions, whether previously or subsequently taken by City of Morro Bay, which are
consistent with the intent and purposes of the foregoing resolution, shall be, and hereby are, in
all respects, ratified, approved and confirmed.
PASSED AND ADOPTED by the Morro Bay City Council at a regular meeting thereof held on
the 22nd day of November 2022 by the following vote:
