RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA
APPROVING CONTINUED PARTICIPATION BETWEEN THE
COUNTY OF SAN LUIS OBISPO AND THE CITY OF MORRO BAY
FOR JOINT PARTICIPATION IN THE URBAN COUNTY FOR PURPOSES OF RECEIVING
FEDERAL FUNDING UNDER COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, THE
HOME INVESTMENT PARTNERSHIP PROGRAM,
AND THE EMERGENCY SOLUTIONS GRANT PROGRAM,
FOR PROGRAM YEARS 2024-2026
THE CITY COUNCIL
City of Morro Bay, California
WHEREAS, the County of San Luis Obispo, a political subdivision of the State of California
("County"), and the City of Morro Bay, a municipal corporation ("City"), desire to participate in the
Community Development Block Grant (CDBG) program (Program) administered by the U.S.
Department of Housing and Urban Development (HUD); and
WHEREAS, the Program will promote the public health, safety and welfare by providing grant
funds to be used by the City and County to improve housing opportunities for low and moderate -
income households, to encourage economic reinvestment, to improve community facilities and public
services, and to provide other housing -related facilities, or services; and
WHEREAS, the County submitted to the City an Invitation to Participate letter to be included
in the Urban County of San Luis Obispo for Purposes of Federal CDBG, HOME, and ESG Funding
in a letter dated May 4, 2023; and
WHEREAS, the County's May 4, 2023 letter states the instructions for participating in the
Urban County for the 2024-2026 term which include that the City must notify the County whether the
City elects to participate in the Urban County; and
WHEREAS, the City desires to participate jointly with the County in said program and
responded via email correspondence dated May 11, 2023 indicating the City's intent to remain in the
Urban County as requested by the County; and
WHEREAS, HUD requires that the parties enter into a cooperation agreement to define their
rights and obligations as a prerequisite of participation in the CDBG program; and
WHEREAS, HUD requires that the parties enter into a cooperation agreement to define their

WHEREAS, continued participation in the Urban County for the proposed 2024-2026 term is
consistent with the General Plan and with City and County policies encouraging cooperation between
agencies on issues of regional significance such as affordable housing and public improvements; and
WHEREAS, proposed continued participation in the Urban County will promote the public
health, safety and welfare by enabling the City and County to participate in the U.S. Department of
Housing and Urban Development's CDBG program under an "urban county" entitlement; thus making
available funds for a variety of housing, economic development, and public services programs not
otherwise available; and
WHEREAS, the City and County enter into yearly subrecipient agreements which establish
administrative policies and procedures, performance standards, and guidelines for funding specific
CDBG programs and projects; and
WHEREAS, participation in the Urban County and cooperation agreement is not a "project' for
purposes of compliance with the provisions of the California Environmental Quality Act (CEQA) and
the City's CEQA Guidelines.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Morro Bay,
California, as follows:
1. The City Council hereby approves and authorizes the City Manager to participate in the Urban
County for the 2024-2026 term and also enter into a cooperation agreement with the County
to enable joint participation in the Program for the 2024-2026 term.
2. The City Manager or his/her designee is hereby authorized to act on behalf of the City in
connection with the implementation of the agreement, ongoing operation of the Program for
the 2024-2026 term, and other activities necessary to carry out the intent of the cooperation
agreement.

thereof held on the 23th day of May, 2023 on the following vote:
