MINUTES - MORRO BAY CITY COUNCIL
SPECIAL MEETING OF CITY COUNCIL
May 28, 2024, 3:00 p.m.

1. ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom called the meeting to order at 3:06 p.m. with all members present.
2. PUBLIC COMMENT FOR ITEMS ON THE AGENDA

Mayor Wixom opened public comment for items on the agenda:
Bill Luffee, Morro Bay, suggested transient occupancy tax and sales tax
projections were too low and surplus was too high and that adjusting
those figures would free up funds for other purposes. He also
recommended the City increase funding for pavement and focus on 4 - 5
capital projects per year.
Terry Simons, Morro Bay, was concerned the emphasis was on raising
rates rather than seeking opportunities to reduce costs.
Barry Branin, Morro Bay, questioned the continued need for the WRF
surcharge.

3. SPECIAL MEETING AGENDA ITEM(S)
3.a Budget Study Session - Review of Fiscal Year 2024-25 Draft

Finance Director Conrad and Administrative Programs Manager Green
presented the Draft Proposed FY 2024-25 Operating and Capital Budget
and responded to Council inquiries.
Following discussion and consideration of Citizen Finance Advisory
Committee recommendations, there was Council consensus to continue
funding the Harbor Patrol Officer Reserve Program from Measure E, and
to increase funding for the Annual Pavement Manageme nt Program by
reallocating $350,000 from Sidewalk Improvements and Local Roadway
Safety Plan. The Council was supportive of the requested changes to full -
time and part-time staffing.
Mayor Wixom adjourned the meeting at 5:17 p.m. and announced the
meeting would reconvene either after the conclusion of the Regular
Meeting or on Wednesday, May 29th.
Following the Regular Meeting, there was consensus to continue the
Special Meeting to Wednesday, May 29th, at 4:00 p.m. at the Morro Bay
Veterans Hall.
The Council reconvened on Wednesday, May 29th, at 4:03 p.m. with all
members present.

Terry Simons, Morro Bay, questioned available revenues to cover
the $3.5 Million annual payment for the WRF.
The public comment period was closed.
The Council directed staff to allocate an additional $1 Million from
Emergency Reserves to the Annual Pavement Management Program for
a revised total funding of $1.6 Million. Staff requested flexibility on the
funding source and offered to bring forward a recommendation for
consideration during budget adoption.
No formal action was taken by the City Council.

The meeting adjourned at 5:02 p.m.
