MINUTES - MORRO BAY CITY COUNCIL
CLOSED SESSION MEETING
September 10, 2024, 3:00 p.m.

1. ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom established a quorum and called the meeting to order at 3:00 p.m.
2. SUMMARY OF CLOSED SESSION ITEMS
3. CLOSED SESSION PUBLIC COMMENT
Natalie Teichmann, Let's Get Tuned, expressed a desire to be part of
communications regarding 781 Market Ave.; implored Council to respect
and support community members who use their services; asked for
transparency, integrity and honesty with regard to negotiations; and
suggested what constitutes the highest and best use is debatable.
Jon Nowaczyk, Let's Get Tuned, hoped to receive a response to their
proposal to extend the lease agreement and believed theirs could be a
successful venture.
Ron Reisner, Morro Bay, stated 781 Market Ave. and the adjacent
properties were underutilized, providing only marginal revenue for the city.
He suggested redevelopment would benefit the waterfront and downtown
areas and urged Council to make decisions in the best interest of the city,
maximizing both short and long term revenues.
Bob Fowler, on behalf of Embarcadero Master Leaseholders group, spoke
in support of full redevelopment of the Market Avenue properties and the
importance of this catalyst site for both waterfront and downtown

businesses. He suggested parking concerns could be resolved and
encouraged the Council to move a project forward.
Homer Alexander, Morro Bay, urged the City to aggressively pursue
redevelopment of the three City-owned parcels, including the parking lot
on Market & Pacific, suggesting a full service hotel could bring revenues
of $800,000 per year, and conference center would generate revenue
during slow tourism months.
John Solu, Morro Bay, shared his experience as a hotelier and suggested
a full service 100-room hotel could bring $700,000-$800,000 in revenue
per year.
Judy Setting, Morro Bay, expressed concern there had not been sufficient
outreach to bring forward the best offer and price for redevelopment of
Market Plaza and requested a copy of the updated appraisal. She urged
the Council to protect the City's assets and that any redevelopment should
include an elevator and better connect downtown with the Embarcade ro.

5. RECONVENE IN OPEN SESSION
The City Council reconvened in Open Session. City Attorney Neumeyer
announced no statutorily required reportable action was taken in closed session.
At Council's direction, he clarified closed session listings included the phrase
"various potentially interested parties" to acknowledge that if the City was to do
an RFP for the property, which was under consideration, there would be
potentially interested parties, who would be prospectively identified by name if
active negotiations occur, and that anyone the City is in active negotiations with
now were listed on the agenda.
6. ADJOURNMENT
The meeting adjourned at 5:22 p.m.
