PUBLIC COMMENT https://youtu.be/VoJ_RhhfwlE?si=w8IvdoT4vU2IkTL7&t=1777  Glenn Silloway, Morro Bay, urged residents to vote no on Measure A -24.  Garry Johnson, Morro Bay, encouraged residents to vote yes on Measure A-24.  Steve Paige, Morro Bay, presented information regarding the CO 2 footprint of the combined BESS and offshore wind projects.  Chuck Stoll, Morro Bay Lions Club, provided an update on the Club's activities.  Rachel Wilson, Cayucos, questioned the weather data used to prepare the Offsite Consequence Analysis report.  Marlys McPherson, Morro Bay, offered information regarding contributions received by the No on Measure A-24 committee.  Linda Winters, Morro Bay, was inspired by Morro Bay High School teacher, Laura Van Zee, and her efforts to encourage students to pre- register to vote.  Aaron Ochs, Morro Bay, urged residents to vote yes on Measure A -24. 3  Janice Peters, Morro Bay, urged residents to vote yes on Measure A-24 and announced By the Sea Productions is presenting The Outsider, with showings Friday and Saturday evenings and Sunday afternoons, October 11 - 27.  An unnamed person offered comments.  Betty Winholtz, Morro Bay, announced the El Chorro Regional Dog Park was celebrating its 23rd anniversary on Saturday, October 12, and offered information regarding Measure A-24.  Nattalia Merzoyan, Morro Bay, spoke in favor of Measure A -24.  Nicole Dorfman, Morro Bay, commented regarding contributions made to the No on Measure A-24 Committee and urged residents to vote yes on Measure A-24.  Bill Martony, Morro Bay, urged residents to vote yes on A-24.  Jeff Eckles, Morro Bay, encouraged residents to respect differing opinions and would like to hear folks speak more about their own truth, not what the other side has done.  Judy Setting, Morro Bay, offered comments in favor of Measure A-24. The public will also be provided an opportunity to comment on consent agenda items. Mayor Wixom opened public comment for items on the Consent Agenda.  Betty Winholtz, Morro Bay, commented on Item 7.c. End of public comment. Staff responded to questions raised during public comment. Motion by Council Member Ford Seconded by Council Member Landrum Approve Items 7.a. through 7.c. as submitted. Ayes (5): Mayor Wixom, Council Member Landrum, Council Member Barton, Council Member Edwards, and Council Member Ford CARRIED (5 to 0) 4 7.a Approval of Minutes Approve as submitted. a. September 24, 2024 - Special Closed Session Meeting 7.b Approval of Proclamations a. Proclamation declaring October 2024 Dating and Domestic Violence Awareness Month 7.c Adoption of Resolution No. 66-24 Approving Updated Records Retention Schedule Adopt Resolution No. 66-24 rescinding Resolution No. 57-23, approving the City of Morro Bay Records Retention Schedule, and authorizing subsequent minor updates without further Council action. 8. BUSINESS ITEMS The City Council took a brief recess at 6:56 p.m.; the meeting reconvened at 7:0 7 p.m. 9.a Vet's Hall Building, Audio, and Visual Upgrade Options https://youtu.be/VoJ_RhhfwlE?si=Da6bhezRTXnzYUwg&t=5804 Public Works Director Kwolek presented the report and, along with Connor Vache from Bill Gaines Audio, responded to Council inquiries. Mayor Wixom opened public comment for Item 9.a. https://youtu.be/VoJ_RhhfwlE?si=-UHqyzKiI08o1Zi-&t=8065  Janice Peters, Morro Bay, was opposed to a fixed dais that would restrict use of the stage area and encouraged the City to talk to AGP Video before making decisions.  Bill Martony, Morro Bay, agreed with Ms. Peters' comments regarding stage use and hoped to keep an operator on site.  Betty Winholtz, Morro Bay, urged the City to focus on A/V repairs and adding an overhead projector, limiting costs to available PEG funding.  Nattalia Merzoyan, Morro Bay, concurred with comments made by Ms. Winholtz.  Michelle Leicester-Cadaret, Morro Bay, suggested reaching out to the school regarding rental space availability before making decisions about limiting stage access. 5  Margaret Carman, Morro Bay, agreed with previous speakers and urged the City to limit improvements to replacing the audio system.  Linda Winters, Morro Bay, was supportive of a fixed Council Chamber but not in the Vets Hall. She urged the City to be sensible about the level of improvements.  Steve Mathieu, AGP Video, provided historical perspective on the audio/video system, offered to be a resource for future discussions on the subject, and was pleased to see this move forward. End of public comment. Following discussion, there was consensus more information, including estimated costs for the various alternatives, was needed. No formal action was taken by the City Council. 9.b Adopt Resolution No. 67-24 Awarding Fiscal Year 2024-25 Community Grants Council Member Ford declared a conflict on this item. Mayor Wixom opened public comment on Item 9.b. https://youtu.be/VoJ_RhhfwlE?si=W5FY8eXI3FTNbape&t=11792  Janice Peters, Morro Bay, commented on the funding request submitted for By the Sea Productions.  Richard Sadowski, Morro Bay, commented on the funding request submitted for the MBEAN project. Mayor W ixom invited committee members to comment. https://youtu.be/VoJ_RhhfwlE?si=eIAd0KZEodh8reSm&t=12181  Michael Erin Woody, Morro Bay, commented on the application review process and recommended funding for programs that would have the most impact and benefit Morro Bay residents. Following discussion, there was concurrence to reduce funding to the Senior Nutrition Program to $5,000, allocate $3,000 to Sea Otter Savvy, $1,000 to CAPSLO, and adjust amounts for the Maritime Museum, Del 6 Mar Elementary PTA, and By the Sea Productions to $5000, $6,000 and $6,000 respectively. Motion by Mayor Wixom Seconded by Council Member Barton 1. Adopt Resolution No. 67-24, awarding Community Grants for Fiscal Year 2024-25, with the changes discussed to amounts awarded for Senior Nutrition Program/Meals That Connect, Community Action Partnership of San Luis Obispo County, Inc. (CAPSLO), Sea Otter Savvy, Morro Bay Maritime Museum and Del Mar Elementary PTA, consistent with the Community Grants Policy; and 2. Authorize the City Manager to enter into agreements with all grantees, reviewing and adjusting insurance requirements on a case-by-case basis, in coordination with California JPIA and City Attorney’s Office, depending on the level of risk associated. Ayes (4): Mayor Wixom, Council Member Landrum, Council Member Barton, and Council Member Edwards Recused (1): Council Member Ford CARRIED (4 to 0) 9.c Market Plaza Request for Qualifications https://youtu.be/VoJ_RhhfwlE?si=JC0EwZAEtCWm-HlU&t=13178 Community Development Director Singewald presented the report and responded to Council inquiries. Mayor Wixom sought consensus to go past 9:30 p.m. to complete this item. Mayor Wixom opened public comment for Item 9.c. https://youtu.be/VoJ_RhhfwlE?si=CAkR-EiFvCex-Ddf&t=14606  Jeff Heller, Morro Bay, agreed with the importance of getting a larger number of responses and suggested the Council consider separating the parking lot at Market and Pacific Streets for a future parking structure.  Janice Peters, Morro Bay, commented on the connection between downtown and the Embarcadero and need for a conference center.  Bill Martony, Morro Bay, preferred to restore the Breakers building and suggested the best location for a resort is the former wastewater treatment plant. 7  Natalie Teichmann, Let's Get Tuned, was opposed to hotel development at this location and suggested a non -seasonal health and wellness experience would bring increased revenues to the city.  Jon Nowaczyk, Let's Get Tuned, commented on the positive economic impact their wellness center has brought to the community.  Betty Winholtz, Morro Bay, appreciated suggestions to keep things low key and urged Council to think holistically, not in terms of one piece of property.
