Mayor Wixom called the meeting to order at 5:31 p.m. with all but Council
Member Edwards present.

Linda Winters, Morro Bay, expressed her appreciation for waterfront
businesses that have improved their properties and a desire to see
continued infrastructure improvements.
Garry Johnson, Morro Bay, provided a summation of what he had learned
about lithium ion batteries and urged residents to vote yes on Measure A -
24.
David Yohe, Morro Bay, offered comments and shared his appreciation for
the city.
Jane Von Koehe, Morro Bay, requested the tennis courts at Monte Young
Park be resurfaced.
Steve Paige, Morro Bay, commented on the proposed BESS project.
An unnamed person offered comments.

7. CONSENT AGENDA

Unless an item is pulled for separate action by the City Council, the following
actions are approved without discussion. The public will also be provided an
opportunity to comment on consent agenda items.
Mayor Wixom opened public comment for items on the Consent Agenda.
Betty Winholtz, Morro Bay, spoke regarding Item 7.d., expressing her
desire to keep transit services in-house or consider issuing an RFP.

At the Mayor's request, staff responded to questions raised during public
comment.
Motion by Council Member Ford
Seconded by Council Member Landrum
Approve Items 7.a. through 7.e. as submitted.

7.b Approval of Proclamations
a. Proclamation recognizing National Apprenticeship Week as November
17-23, 2024
7.c Approval of Amendment No. 2, extending the License Agreement
with PG&E for use of Morro Bay Community Center Parking Lot for
Public Safety Power Shutoff events through March 28, 2027
Authorize the City Manager and Fire Chief to amend the License
Agreement with Pacific Gas and Electric (PG&E) for the use of the Morro
Bay Community Center parking lot to establish an Outdoor Community
Resource Center (CRC) in the event of a Public Safety Power Shut-off
(PSPS) events through March 28, 2027.
7.d Adoption of Resolution No. 68-24 Approving Amendment No. 6 to the
Morro Bay Transit and Trolley Operations and Management
Agreement with MV Transportation, Inc.

Adopt Resolution No. 68-24 approving Amendment No. 6 to the Morro Bay
Transit and Trolley Operations and Management Agreement with MV
Transportation, Inc., (MV).

Receive the attached Fourth Quarter Investment Report (period ending
June 30, 2024) for FY 2023-24.

9.a Consideration of Amending the Advisory Board Handbook & By-
Laws to reduce the Public Works Advisory Board and Harbor
Advisory Board Membership to Five Members

Mayor Wixom invited Clerk Swanson to briefly present the item and
respond to Council inquiries.
Mayor Wixom opened public comment for Item 9.a.

Cal Myers, Morro Bay resident and Harbor Advisory Board Chair,
was indifferent as to the proposed change in membership and
questioned whether recruitment was the bigger concern.
Betty Winholtz, Morro Bay, supported the item and suggested
returning to a more creative ground up process would encourage
advisory body participation.
Judy Setting, Morro Bay, supported reducing the committees to five
members and shared her appreciation for staff.

Seconded by Council Member Ford
Adoption of Resolution No. 69-24 amending the Advisory Board By-Laws
regarding Appointment and Qualifications of Members for the Harbor
Advisory Board and Public Works Advisory Board.
Ayes (4): Mayor Wixom, Council Member Landrum, Council Member
Barton, and Council Member Ford
Absent (1): Council Member Edwards
