MINUTES - MORRO BAY CITY COUNCIL
SPECIAL MEETING OF CITY COUNCIL
January 28, 2025, 3:30 p.m.

1. ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom called the meeting to order at 3:30 p.m. with all members present.
2. PUBLIC COMMENT FOR ITEMS ON THE AGENDA
Mayor Wixom opened public comment for items on the agenda; seeing none, the
public comment period was closed.
3. SPECIAL MEETING AGENDA ITEM(S)
3.a Presentation and Adoption of the City of Morro Bay's 2025-2026
Legislative Advocacy Platform

City Manager Kimball introduced the item and invited the City's state
lobbyist, Spencer Street of Townsend Public Affairs, to present the Draft
Legislative Plan and respond to Council inquiries.
The City's federal lobbyist, Mike Miller of The Ferguson Group, introduced
himself and commented on the Draft Legislative Plan.
James Worthley, SLOCOG, presented an initiative to seek special
legislation that would provide an exemption to the current two percent
sales tax cap rate.

Following discussion, there was Council consensus to direct the following
changes to the Draft Legislative Platform:
Administrative Services, Item 6, clarify this relates to public
employee employment rights.
Incorporate the City's support for policies that promote investment
in small business support and job growth.
Motion by Council Member Eckles
Seconded by Council Member Edwards
Adopt Resolution No. 05-25 approving the 2025-2026 City of Morro Bay
Legislative Platform with amendments and edits as discussed.
Ayes (4): Mayor Wixom, Council Member Edwards, Council Member
Eckles, and Council Member Luffee
Noes (1): Council Member Landrum
CARRIED (4 to 1)

The meeting adjourned at 4:22 p.m.
