RESOLUTION NO. 12-25
RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA,
APPROVING A NEW JOB CLASSIFICATION AND
NEW JOB DESCRIPTION
WHEREAS, the Council desires to approve new “Harbor Business Manager” job
classification, set compensation range for the classification, and adopt a job description for the
unrepresented Management classification; and
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Morro Bay does hereby
attest:
1. The unrepresented full-time classification of “Harbor Business Manager” is hereby created.
The classification will be included within the City’s Unrepresented Management Employee Group.
The job description for this new classification, attached hereto, is hereby adopted. The initial annual
compensation for the Harbor Business Manager classification shall be as follows:

2. This resolution shall be effective as of the date of its adoption

HARBOR BUSINESS MANAGER
DEFINITION
Under administrative direction of the Harbor Vitality Director, the Harbor
Business Manager is responsible for overseeing and managing the harbor's
business operations, including lease management, budgeting, and revenue
generation. This role ensures harbor facilities' financial sustainability and
operational efficiency, fosters positive relationships with stakeholders, and
coordinates waterfront services with local organizations. The position includes
financial operations, facilities, and strategic planning management, ensuring
the harbor's business practices align with City policies and long-term goals.
This is a management-level position with diverse responsibilities in lease and
financial management, policy development, and revenue generation, and
requires the ability to make independent decisions and provide leadership for
business functions within the Harbor Department.
ESSENTIAL DUTIES & RESPONSIBILITIES
• Assists the Harbor Vitality Director in managing the Harbor
Department’s business operations, including financial planning,
budgeting, and policy execution.
• Oversees the management of harbor leases, ensuring adherence to the
City’s Lease Management Policy and negotiating complex lease
agreements with tenants.
• Ensures timely billing, accounts receivable, and other financial activities,
coordinating with the City’s Finance Department as needed.
• Develops, monitors, and analyzes the Harbor Department's operating
and capital improvement program (CIP) budgets, identifying
opportunities for cost savings and revenue enhancement.
• Collaborates with the Harbor Operations Manager on special projects,
including waterfront events, dredging projects, facility maintenance,
and capital improvement initiatives.
• Acts as a liaison between the Harbor Department, City staff, the public,
and external agencies, providing clear and timely information on harbor
business matters.
• Conducts market and financial analyses to support decision-making on
harbor operations, leases, and new revenue opportunities.
• Pursues grant funding opportunities and manages grant applications,
ensuring alignment with Harbor goals and City priorities.
• Manages and assists the Harbor Vitality Director in the administration
and business operations of the Harbor Department.
• Collects, analyzes, interprets, and reports on data relating to
departmental or City-wide projects, policies, and procedures.
• Analyzes and recommends resources necessary for meeting current and
future Harbor Department needs, including personnel, equipment,
facilities, and funding.
• Performs the analytical tasks necessary to determine the feasibility of
obtaining proper authorization and funding for developing new
programs, systems, or procedures.
• Assists in determining the feasibility of participation in grant programs
and develops, submits, and monitors assigned grant applications.
• Assists in compiling, analyzing, and administrating the Harbor Fund
budget.
• Makes written and oral presentations and act as departmental
representative to the City Council, Harbor Advisory Board, various
individuals, commissions, boards, and other groups.
• Coordinates and performs special assigned programs and projects,
consultant tasks, and contracts.
• Analyzes and makes recommendations on departmental administrative
procedures and harbor operations.
• Participates in the development of departmental goals and policies and
provides for the execution of those policies.
• Communicates with tenants and subtenants to provide lease site and
development information, resolve disputes, and interpret lease
contracts.
• Reviews and analyzes legislation affecting the City or a department,
determining its impact and recommending appropriate action.
• Oversees and manages departmental clerical and technical staff,
including hiring, training, and performance management.
• May serve as acting Harbor Vitality Director on an as-needed basis.
QUALIFICATIONS:
Knowledge of:
• Business management principles, focusing on public sector operations,
including budgeting, financial analysis, and lease management.
• Best practices in commercial and municipal lease agreements and
property management.
• Techniques for grant writing and program management.
• Relevant federal, state, and local laws governing harbors, environmental
regulations, and state-granted tideland properties.
• Financial software systems and standard office software such as:
spreadsheets, databases, and word processing.
Ability to:
• Analyze complex financial data, develop budgets, and manage
contracts.
• Negotiate and administer lease agreements with a variety of
stakeholders.
• Prepare detailed reports and present business recommendations to City
leadership and external groups.
• Establish and maintain positive relationships with harbor tenants,
stakeholders, and City departments.
• Lead and supervise staff, delegating tasks effectively and ensuring
accountability.
• Manage multiple projects, prioritize tasks, and meet deadlines in a fast-
paced environment.
• Understand and apply regulations relevant to harbor and waterfront
operations.
Education and Experience:
• Equivalent to graduation from an accredited four-year college or
university with a degree in Business or Public Administration,
Economics, or a related field; OR
• Any equivalent combination of education and progressively responsible
experience with additional work experience substituting for the required
education on a year-for-year basis; AND
• 5 years of experience performing as a Harbor Business Coordinator,
Management Analyst, or equivalent.
