RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA
AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO APPLY FOR A
RECYCLED WATER PLANNING GRANT FOR THE MASTER RECLAMATION PLAN
FROM THE STATE WATER QUALITY CONTROL BOARD
THE CITY COUNCIL
City of Morro Bay, California
WHEREAS, the City of Morro Bay ("City") is actively pursuing development of a Master Reclamation
Plan that will include the use of recycled water to supplement the City's water portfolio; and
WHEREAS, the State of California State Water Resources Control Board (SWRCB) has grant funding
available for the planning, design and construction of water reclamation facilities (the "Project"); and
WHEREAS, it is in the public interest to pursue grant funding for the Project; and
WHEREAS, the SWRCB requires the City authorize a designated representative to sign and file on
behalf of the City a Financial Assistance Application for a grant agreement for up to $75,000, with the City
providing an equal amount in matching funds, to complete a Master Reclamation Plan; and
WHEREAS, the authorized representative is designated to provide the assurances, certifications and
commitments required for the financial assistance application, including executing a financial assistance
agreement from the SWRCB and any amendment or changes thereto; and
WHEREAS, the authorized representative is designated to represent the City in carrying out the City's
responsibilities under the grant agreement, including certifying disbursement requests on behalf of the City and
compliance with applicable state and federal laws;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Morro Bay that the
Public Works Director/City Engineer is hereby authorized and directed to sign and file, for and on behalf of the
City, a Financial Assistance Application with the State Water Resources Control Board for the development of
the Master Water Reclamation Plan.
PASSED AND ADOPTED by the City Council of the City of Morro Bay at a regular meeting thereof
held on the 8th day of September, 2015 by the following vote:
AYES: Johnson, Headding, Smukler, Irons
NOES: None
ABSENT: Makowetski
