A quorum was established by the Planning Commission with all members present. PUBLIC COMMENT https:youtu.bt; VV iwBstMg?t=56s Robert Davis, Morro Bay resident and member of the General Plan Advisory Committee, commented as a private resident and not member of the Committee. For purposes of the General Plan update, he proposed the City continue to use level of service for intersection analysis rather than vehicle miles traveled ("VMT"). Rigmor, Morro Bay, urged the Council to enforce the 3-minute public comment period for all speakers, shared her support for the Morro Bay Police Department, and expressed appreciation for the Planning Commission and information provided regarding vacation rentals and housing. The Public Comment period was closed. SPECIAL MEETING AGENDA ITEMS: REVIEW STATUS OF GENERAL PLAN / LOCAL COASTAL PLAN PROGRAM UPDATE https://voutu.be/TwEdiwBstMg?t=5m57s Jeff Henderson and Tammy Seale of Michael Baker Int'I, presented a project update on activities to date including the draft Values and Vision Statement, Downtown Waterfront Strategic Plan objectives, and Community Baseline Assessment findings.
