MORRO BAY CITY COUNCIL/CAYUCOS SANITARY DISTRICT
JOINT MEETING.- MONDAY, APRIL 16, 1984
CITY HALL CONFERENCE ROOM - 7:30 P.M.
Mayor Pro Tem Zeuschner called the meeting to order at 7:30 p.m.
with the following members in attendance:

Paul Baxter provided an overview of the topic for discussion, the
✓ ealignment of the Vashon Street sewer interceptor line, and Nick
Nichols summarized the proposals as presented by the Cayucos Sanitary
District Engineers at a previous Council meeting.
Bob Tartaglia, engineer for the Cayucos Sanitary District, discussed
different alignment potentials and the problems associated with each.
Mr. Tartaglia also noted that the school board has indicated they
would require a City waiver of the $8,100 sewer fee in return for
allowing an easement through their property.
Mr. Boradori stated that the Cayucos Board had voted to proceed
with alternate "C" where the existing line would be used by the
City only and the new line used by Cayucos.
There was general discussion of several alternatives, with the
o nly real benefit to Morro Bay being Alternate 'A",
Councilmember Zeuschner summarized the discussion and the alter
n atives for Council's consideration.
Council also supported staff sending a letter to the State Water
Quality Control Board regarding condemnation of the line to the
State and Morro Bay's intentions of support in this regared.
Additional information was requested from staff regarding the
legal time involved and the costs, as well as information regarding
grade and flow, and possible time extension. Information was to be
forwarded to City staff by April 20, 1984 so a City decision on
alternatives could be made.
P aul Baxter provided information regarding the proposed budget and
L ouise Burt explained what had already been expended to date.

Cayucos stated that this information would be transmitted back to
the Board and if necessary, a joint meeting would be scheduled for
approval of the budget.
Mr. Minetti commented on the proposed assignment of Morro Bay
Materials Lease Site, and questioned whether revisions might still
be possible.
Mr. Napper stated that he would advise the Board on this matter.
Mr. Nichols reported that the EPA granted approval for the 301(h)
waiver, and Brown and Caldwell have indicated their. willingness to
complete the waiver. Mr. Nichols stated that he would. have an update
o n this at a later date.
Mr. Nichols also updated Council on the work Llndorff Associates
h as completed and noted that figures have been resubmitted to the
S tate for grant eligibility.
Mr. Nichols noted that the ineligible costs in Step 1 amounted to
$124,300 and that an appeal could be filed no later than May 1, 1984.
MOTION: Councilmember Lemons moved that the Council authorize
staff to file an appeal to the determination of grant
eligibility for Step 1, WWTP. The motion was seconded
by Councilmember Risley and carried unanimously.
There was a concensus by the two Cayucos Boardmemo.ers to this even
though there was not a quorum present.
Mr. Nichols provided information regarding the status of the plant
construction effort and expenditure of funds, and stated that another
t our would be arranged for the Cayucos Board Members.
Mr. Baxter stated that lease agreements would be prepared for the
n ext joint meeting regarding the property and the hydro -truck.
Mr. Nichols stated that the final payment on the outfall has been
✓ eleased after a review and approval of the revenue program.
Louise Burt noted that the grant anticipation notes are going well
and are ahead on earnings.
The meeting was adjourned at 9:24 p.m.
