The meeting was called to order at 7:00 p.m. by Mayor Shelton.
He stated that the joint study session between the City Council,
t he Planning Commission, Harbor Commission and Parks and
Recreation Commission had been called for the purpose of
listening to information from the Coastal Conservancy regarding
t he California Urban Waterfront Area Restoration Financing.
Authority (CUWARFA). He asked that the individual Commission
members and staff introduce themselves before the study session
began.

Mr. Napper stated that the Coastal Conservancy was present to
explain what the CUWARFA program involves; this information will
hopefully be useful to the Harbor Commission in their
deliberations over. a Harbor Master Plan as well as to the City in
determining whether or not to participate in plan development.
Susan Marks, Coastal Conservancy, explained that the Conservancy
was a State agency; the difference between the Conservancy and
t he Coastal Commission is basically the funding agencies. She
stated that the CUWARFA is a program adopted by the Legislature
this year to use revenue bonds to finance urban waterfront
restoration projects. She said the funding is also available to

private individuals, corporations, and special districts as well
as local government. Financing is available for projects that
provide visitor -serving facilities, waterfront -dependent
industries, public recreation and shoreline access facilities,
public utility systems, and shoreline protection and erosion
control facilities. The community must have an urban waterfront
restoration plan which outlines the public benefits to result
from the projects. The Coastal Conservancy has the authority to
approve or deny projects.
Councilmember Risley noted that a project would have to be self-
supporting enough to produce enough revenue to pay back the loan;
Ms. Marks confirmed this.
Mike Multari explained the difference between a Master Plan and
S pecific Plan. He stated that a Specific Plan is not needed by
the Coastal Conservancy for consideration of CUWARFA projects.
Council and Commission members asked various questions to which
Ms. Marks responded. Councilmember Risley asked the Harbor
Commission how they were proceeding on the Harbor Master Plan.
Doug Riddell stated that he has lists from the Commissioners as
t o what types of projects they are interested in seeing on the
waterfornt, but that is all at this point. He noted that parking
and floating docks were high priority items.
There was discussion regarding applying for funds to purchase the
✓ RM property and Ms. Marks stated that they were basically
looking at capital projects. There are, however, grants
available and the City should look into those. Additionally, the
Conservancy remains interested in other projects currently
planned by the City.
Mr. Napper discussed the phased programs for improvements at
Tidelands Park (Phase II and III) and the South T-Pier (Phase
III), as well as improvements to the Front Street parking lot.
Mayor Shelton thanked the Coastal Conservancy staff for attending
the meeting and the Commissioners for their attendance and
interest.
The meeting adjourned at 8:15 p.m.
