ADJOURNED MEETING -- MARCH 28, 1983
CITY HALL CONFERENCE ROOM - 6:30 P.M.

Mayor Shelton called the meeting to order at 6:30 p.m., with Council -
members Anderson,, Lemons, Risley and Zeuschner present. Also present
was City Administrator Paul Baxter.
Mayor Shelton announced that the purpose of this meeting was to allow
applicants for the vacancy on the Refuse Franchise Board the opportunity
to present additional information to. Council regarding their qualifica-
tions and interests for this position.
Mr. Jeff Decker, the first applicant, was welcomed by Mayor Shelton.
Mr. Decker stated that he wished to participate in community service,
and felt that refuse disposal was an important need of the community.
Councilmember Risley inquired as to Mr. Decker's feelings regarding
recycling.
Mr. Decker stated that it was an important aspect of refuse disposal,
if feasible.
Councilmember Anderson inquired as to Mr. Deckers feelings regarding
manditory garbage pick-up.
Mr Decker stated that he supported manditory pick-up as the preferable
method.
Mr. Decker also commented that the company could be more professional
and that he felt his involvement on the Refuse Board would be a
positive contribution.
The second applicant, Mr. Terry Pierce, prefaced his comments by noting
that.a change in his job schedule might preclude his participation,
however he added that he was still interested.
Mr. Pierce, in response to a question from Mayor Shelton, stated that
he had no problems with the company although he felt that service had
been controversial since the inception of the mandatory pick-up.
Mr. Pierce commented on several other areas, including recycling, and
noted that he had had some background in this area from earlier education.
Mr. Harry Marks, the third applicant for the vacancy, stated that he
was seeking further participation in the community.
Mr. Marks noted that he would support recycling efforts with other
communities, and that he supported mandatory collection.
Councilmember Zeuschner asked if Mr. Marks had any feelings on the
current level of service.
Mr. Marks noted that there was always room for improvement, and s±ated-.
that he supported the recent changes in containers for the Embarcadero.

Mayor Shelton asked Mr. Marks's feelings regarding the main area to
be improved upon.
Mr. Marks stated that the Embarcadero should receive the most emphasis.
Elaine Hiatt was the final applicant, and stated that she wished to
participate further in community activities, and felt that the major
emphasis of the Board should be to strengthen public relations between
the garbage company and the citizens.
Councilmember Zeuschner asked her opinion regarding recycling efforts.
Ms. Hiatt stated that it was a monumental job that required extensive
planning.
Mayor Shelton thanked each of the applicants for their comments.
Council discussed the comments of each of the applicants.
Councilmember Lemons then nominated Harry Marks for the position.
Councilmember Zeuschner also nominated Jeff Decker.
A vote was taken on the two nominations, with Mr. Decker receiving
the majority of votes.
MOTION: Mayor Shelton moved that Jeff Decker be appointed by
acclamation to fill the vacancy on the Refuse Franchise
Board. The motion was seconded by Councilmember Risley
and carried unanimously. (5-0)
The meeting was adjourned at 7:05 p.m.
