MEETING DATE: February 9, 2021 City Council conducted this meeting in accordance with Section 3 of California Governor Newson's Executive Order N-29-20 issued on March 17, 2020 in response to the present State of Emergency in existence due to the threat of COVID-19. This meeting was held via teleconference for all participants. P UBLIC COMMENT FOR ITEMS ON THE AGENDA Mayor Headding opened public comment; seeing none, the public comment period was closed. S PECIAL MEETING AGENDA ITEM: I. ADVISORY BODY INTERVIEWS https://youtu.be/ydHQ0XzxLds?t=137 Planning Commission https://youtu.be/ydHOOXzxLds?t 398 • Two (2) vacancies for a 4-year term ending January 31, 2025 • One (1) vacancy for the remainder of a term ending January 31, 2023 The following applicants were interviewed for the Planning Commission position: Bill Roschen, Jennifer Ford, Jesus "Jesse" Barron, and Sean Hanlon. Following interviews, each Council Member voted aloud for two people that would serve 4-year terms on the Planning Commission and the City Clerk announced the results. Mr Barron received five votes, Mr. Roschen received four votes (Headding, Heller, Addis and Barton) and Ms. Ford received one vote (Davis). Mr Barron and Mr. Roschen were appointed to 4-year terms ending January 31, 2025. The Council voted aloud for one person to fill the current vacancy for a term ending January 31, 2023. Ms. Ford received four votes (Headding, Addis, Barton and Davis) and Mr. Hanlon received one vote (Heller). Ms. Ford was appointed to fill the remainder of a term ending January 31, 2023. Harbor Advisory Board https://youtu.be/ydHQOXzxLds?t=3193 • One (1) Marine -oriented Business representative for a 4-year term ending January 31, 2025 • One (1) Member -at -Large for a 4-year term ending January 31, 2025 • One (1) Morro Bay Commercial Fishing Organization ("MBCFO") representative for a 4-year term ending January 31, 2025 Mayor Headding recommended and received full Council support to waive the opportunity to interview and re -appoint Jeremiah O'Brien as the MBCFO representative for a 4-year term. The following applicants were interviewed for the Marine -Oriented Business Representative position: Scott Mather and John Weiss. Following interviews, each Council Member voted aloud and the City Clerk announced the results. Mr. Mather received three votes (Headding, Addis and Davis) and Mr. Weiss received two votes (Heller and Barton). Mr. Mather was appointed to a 4- year term. The following applicants were interviewed for the Member -at -Large position: John Weiss and Christopher Vaile. Following interviews, the Council voted aloud and the City Clerk announced the results. Mr. Vaile received three votes (Headding, Barton and Davis) and Mr. Weiss received two votes (Heller and Addis), Mr. Vaile was appointed to a 4-year term. Public Works Advisory Board ("PWAB") https://youtu. be/ydHQOXzxLds?t=7615 • Four (4) vacancies for a 4-year term ending January 31, 2025 • One (1) vacancy for a 1-year term ending January 31, 2024 Mayor Headding recommended and received full Council support to waive the opportunity to interview the candidates and appoint John Erwin and lan Gaffney to the PWAB for 4-year terms. The Clerk's office will continue to accept applications to fill the remaining vacancies. Recreation and Parks Commission https://youtu.be/ydHOOXzxLds?t=5346 • Two (2) vacancies for a 4-year term ending January 31, 2025 The following applicants were considered for the Recreation and Parks Commission: Carol Ellis, Drew Sidaris, Melissa Davis, and Skip Sorich. Mr. Sorich was unable to attend interviews and submitted a written request to be considered for appointment to the Commission. Following interviews, the Council voted aloud and the City Clerk read the results. Mr. Sidaris and Ms Davis each received full Council support and were appointed to 4-year terms. Tourism Business Improvement District ("TBID") Advisory Board https://youtu.be/ydHOOXzxLds?t=7780 One (1) Hotelier Member -at -Large for a 4-year term ending January 31, 2025 Steven Allen was unable to attend interviews and submitted a written request to be considered for re -appointment to the Board. Mayor Headding recommended and received full Council support to re -appoint Mr. Allen to the TBID Advisory Board for a 4-year term. 2 MINUTES - MORRO BAY SPECIAL CITY COUNCIL MEETING -- JANUARY 12, 2020 SLOCOG Citizens Transportation Advisory Committee ("CTAC") https://youtu. be/ydHQOXzxLds?t=7853 • One (1) vacancy for a 4-year term ending January 31, 2025 The following applicants were interviewed for the SLOCOG Citizens Transportation Advisory Committee: Jan Goldman and William Johnson. Following interviews, Ms. Goldman withdrew her application and the Council appointed Mr. Johnson to fill a 4-year term as the City's representative to CTAC. Citizens Oversight / Finance Advisory Committee ("CFAC") https://youtu.be/ydHQ0XzxLds?t=9272 • One (1) vacancy for the remainder of a term ending January 31, 2023. The following applicants were interviewed for the Citizens Oversight/Finance Advisory Committee: Stephen Peck and William Johnson. Following interviews, the Council voted aloud and the City Clerk announced the results. Mr. Peck received full Council support and was appointed to fill the remainder of a term ending January 31, 2023.
