RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA,
RESCINDING RESOLUTION NO. 85-18 WHICH PREVIOUSLY ESTABLISHED THE MORRO
BAY TOURISM BUSINESS IMPROVEMENT DISTRICT FUND RESERVE POLICY, PURSUANT
TO THE ESTABLISHMENT OF MBTBID OWNERS ASSOCIATION "VISIT MORRO BAY"
THE CITY COUNCIL
City of Morro Bay, California
WHEREAS, on October 23, 2018, the City Council adopted Resolution establishing various
reserve policies, including the Morro Bay Tourism Business Improvement District Fund Reserve
Policy; and
WHEREAS, on June 8, 2021, the City Council adopted Resolution No. 28-21 re-establishing
the Morro Bay Tourism Business Improvement District ("MBTBID") for a five (5) year term beginning
July 1, 2021, pursuant to the Property and Business Improvement District Law of 1994; and
WHEREAS, in Resolution No. 28-21 Visit Morro Bay was identified as the Owners'
Association of the MBTBID; and
WHEREAS, Visit Morro Bay shall be responsible for ensuring the assessments levied for the
MBTBID are applied towards sales, marketing, and communications programs to market assessed
Morro Bay lodging businesses and vacation rental businesses as tourist, meeting and event
destinations, and other improvements and activities as set forth in the Plan; and
WHEREAS, the assessments shall be used for the purposes set forth above and any funds
remaining at the end of any year may be used in subsequent years in which the MBTBID
assessment is levied as long as they are used consistent with the requirements set forth in the
Plan; and
WHEREAS, Visit Morro Bay shall have full responsibility for appropriate use of the
assessment funds and therefore staff recommends the City Council rescind the Morro Bay Tourism
Business Improvement District Fund Reserve Policy established by Resolution No. 28-21.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Morro Bay,
California: Resolution No. 85-18 establishing the Morro Bay Tourism Business Improvement District
Fund Reserve Policy is hereby rescinded.
PASSED AND ADOPTED, by the City Council of the City of Morro Bay, at a regular
meeting thereof held on the 22nd day of June, 2021 by the following vote:
