HomeMy WebLinkAboutReso 79-21 Funding Commit 41-1-MainRESOLUTION NO. 79-21 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MORRO BAY CALIFORNIA, PLEDGING TO FUND ITS SHARE OF IMPROVEMENTS AT THE HIGHWAY41/HIGHWAY 1/MAIN STREET INTERCHANGE THE CITY COUNCIL City of Morro Bay, California WHEREAS, the City's adopted FY21/22 budget includes a capital project for HIGHWAY /1 HIGHWAY 41/Main Street Intersection Improvements (project) that is partially funded; and WHEREAS, the San Luis Obispo Council of Governments (SLOCOG) is the Regional Transportation Planning Agency (RTPA) for the San Luis Obispo region pursuant to Section 29532 of the Government Code has agreed in concept to fund up to $5.89 Million of the estimated $8.592 Million for improvements to the project; WHEREAS, the City of Morro Bay will be responsible for funding the remaining costs for the interchange improvements, currently estimated at $2.5 Million and, WHEREAS, SLOCOG expects Morro Bay's funds to be available to fund its share of preconstruction and construction activities for the project; and WHEREAS, SLOCOG anticipates the project to be "Ready to List" during the 2024/25 fiscal year; and WHEREAS, the HIGHWAY 1/HIGHWAY 41/Main Street interchange improvements will reduce congestion and decrease Greenhouse Gas emissions, and contribute to two of Council's Adopted Goals by advancing Economic Sustainability and Improving Infrastructure; and WHEREAS, as analyzed in the two stages of the Caltrans approved Intersection Control Evaluation (ICE), the Level of Service is deteriorating steadily as congestion continues to grow with increased tourism in the City; and WHEREAS, this intersection serves as the principal gateway to Morro Bay from the Central Valley, the City's primary source of tourists; and WHEREAS vehicular commuters must use this intersection on route to or from Morro Bay High School, which generates significant vehicular traffic during the morning lunch, and afternoon peak hours; and WHEREAS, pedestrian and bicycle volumes have grown steadily at this intersection with the increased emphasis on Active Transportation modes; and WHEREAS, the proposed improvements to the intersection will reduce the number of conflict points between pedestrian and bicycle; and motorized vehicles, therefore improving the experience for non -motorized components; and WHEREAS, SLOCOG has adopted, pursuant to Government Code 65080, a Regional Transportation Plan (RTP); and WHEREAS, SLOCOG biennially adopts, pursuant to Government Code Section 65080, a Regional Transportation Improvement Program (RTIP) that is submitted, pursuant to Government Code 14527, to the California Transportation Commission (CTC) and the California Department of Transportation (Caltrans); and WHEREAS, SLOCOG has developed, in cooperation with Caltrans, public transit providers, and local governments, a comprehensive program for funding made available for surface transportation projects and programs; including highways, streets, and roads improvements, bicycle and pedestrian improvements, and transit capital and operations for inclusion in a multi -year capital improvement program called the 2022 RTIP; and WHEREAS, the 2022 RTIP consists of three SLOCOG discretionary funding programs; the State Transportation Improvement Program (STIP), the Regional Surface Transportation Program (RSTP), the Congestion Mitigation and Air Quality Program (CMAQ); and WHEREAS, SLOCOG'S advisory committees Technical Transportation Advisory Committee (TTAC), Citizens Transportation Advisory Committee (CTAC), and Surface Transportation (STP) -recommends unanimous support of the November 19, 2021 draft of the 2022 RTIP. WHEREAS, SLOCOG's 2022 RTIP is developed with a means to an end approach; where five projects are fully funded, and two projects require grant funds through Senate Bill 1, The Road Repair and Accountability Act, or by other state and federal grant programs. WHEREAS, funding partnerships with member agencies is a necessity and ensures a commitment of local funds for agencies that have an ability to commit local revenue and a fair - share contribution based on the local benefits documented in either a pending or Caltrans approved Project Report and further captured in SLOCOG's 2022 RTIP funding agreement, also referred to as Project Programming Request (PPRs) forms. NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Morro Bay: 1. The City will be responsible for funding its share of costs for the project, currently estimated at $2.5 Million. 2. The City intends to set aside funds for the project over the next three budget cycles. 3. The SLOCOG funds will be reprogrammed to other more viable regional projects if the City fails to fund its share of the project costs. 4. The City Council hereby directs Morro Bay staff to seek out all funding opportunities (grants) to assist in funding the City's share of the project. 5. The City Council also hereby directs City staff to ensure the project is "Ready to List" during the 2024/25 fiscal year PASSED AND ADOPTED by the City Council of the City of Morro Bay at a regular meeting thereof held on the 9h day of November 2021 on the following vote: AYES Headding, Addis, Barton, Ford, Heller NOES.
