City Council conducted this meeting in accordance with Assembly Bill 361 (2021-22) and Government Code
section 54953 in response to the present State of Emergency in existence due to the threat of COVID-19. This
meeting was held via teleconference for all participants.

ESTABLISH QUORUM AND CALL TO ORDER
Mayor Headding called the meeting to order at 4:00 p.m. with all members present.
S UMMARY OF CLOSED SESSION ITEMS — The Mayor read a summary of Closed Session items.
CLOSED SESSION PUBLIC COMMENT — Mayor Headding opened public comment for items on the agenda.
Michael Boyer, Boys & Girls Club CEO, shared their mission statement, information regarding services offered
to students in the Central Coast area, and asked that the City consider a partnership to provide services for
Morro Bay youth.
The public comment period was closed.
The City Council moved to Closed Session and heard the following items:
