MINUTES - MORRO BAY CITY COUNCIL

MEETING DATE: June 28, 2022
Pursuant to Assembly Bill 361 (2021-22) and Government Code section 54953 this Meeting will
be conducted via teleconference for all participants.

Mayor Headding established a quorum and called the meeting to order at 3:30 p.m. with all
members present.
S PECIAL MEETING AGENDA ITEM:
I. BUDGET STUDY SESSION REVIEW OF DRAFT PROPOSED FISCAL YEAR (FY)
2022-23 OPERATING AND CAPITAL BUDGET

City Manager Collins and Assistant City Manager/Admin Services Director Johnson -Rios
presented a general overview of the FY 22/23 Operating and Capital Budgets and responded to
Council questions.
Mayor Headding opened public comments.
Mary Witkowski, Morro Bay, asked how reducing the number of funds would affect transparency.
Mayor Headding closed public comment.
There was Council consensus to consider increasing grant funding to $35,000 and consider
dedicating a percentage to working families and charities that support Morro Bay youth.
MOTION: Council Member Addis moved to continue the meeting to Wednesday, May 25, 2022
at 5:30 p.m. The motion was seconded by Council Member Barton and carried 5-0 by
roll call vote.
The Council reconvened on May 25, 2022 at 5:32 p.m. with all members present.

II. FISCAL YEAR 2022/23 CAPITAL IMPROVEMENT PROJECT BUDGET OVERVIEW
AND WRF PROGRAM QUARTER 3 (Q3) FISCAL YEAR 2022 (FY2022)

Public Works Director Kwolek presented budget detail for Capital Improvement Projects and
responded to Council questions.
Mr. Kwolek and WRF Program Manager, Paul Amico of Carollo Engineering, presented the
Quarterly Report and WRF Program budget update and responded to Council questions.
Mayor Headding opened public comment; seeing none, the public comment period was closed.
III. HARBOR DEPARTMENT BUDGET GLOBAL OVERVIEW

Harbor Director Endersby presented budget detail for the Harbor Department Budget Global
Overview and responded to Council questions.
Mayor Headding opened public comment; seeing none, the public comment period was closed.
No formal action was taken by the Council.
