SPECIAL CLOSED SESSION MEETING –
MARCH 28, 2023 – 3:00 P.M.

ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom called the meeting to order at 3:01 p.m. with all members present.
SUMMARY OF CLOSED SESSION ITEMS – The Mayor read a summary of Closed Session items.
CLOSED SESSION PUBLIC COMMENT – Mayor Wixom opened public comment for items on the agenda.
Todd and Tamara Baston, Morro Bay Paddle Sports, described their proposed project and requested the
Council approve a Consent of Landowner.
Sean Green, Morro Bay, expressed interest in all expired or expiring lease sites within the Tidelands Trust
perimeter and urged the City to fully implement the updated Lease Management Policy by issuing Requests
for Proposals (RFP) on all lease sites nearing the end of their term. He requested the Council reopen the RFP
for Libertine if the tenant failed to meet the deadlines.
The public comment period was closed.
The City Council moved to Closed Session and heard the following items:

Significant exposure to litigation pursuant to Government Code subdivision 54956.9(d)(2): One Matter
regarding the potential use of the easement over Toro Lane for a bike path connecting Cayucos and
Morro Bay
CS-4 PUBLIC EMPLOYEE PERFORMANCE EVALUATION
Conduct an employee evaluation of City Attorney pursuant to Government Code section 54957
RECONVENE IN OPEN SESSION – The City Council reconvened in Open Session. The Council did not take
any reportable action in accordance with the Brown Act.
ADJOURNMENT - The meeting adjourned at 4:55 p.m.
