SPECIAL CLOSED SESSION MEETING –
APRIL 11, 2023 – 3:00 P.M.

ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom called the meeting to order at 3:00 p.m. with all but Council Member Barton present. Council
Member Barton joined the meeting at 3:07 p.m.
SUMMARY OF CLOSED SESSION ITEMS – The Mayor read a summary of Closed Session items.
CLOSED SESSION PUBLIC COMMENT – Mayor Wixom opened public comment for items on the agenda.
Cherise Hansson, TLC Enterprises, Inc., provided an update on their project and asked the Council to consider
reviewing the current lease terms in light of unanticipated project delays and cost increases.
Cathy Novak spoke on behalf of Associated Pacific Contractors, provided a brief history and asked that Mr.
Gillen’s proposed project be allowed to move forward to Consent of Landowner and CUP.
The public comment period was closed.
The City Council moved to Closed Session and heard the following items:
CS-1 CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to Government Code subdivision 54956.9(d)(2)
Council Member Edwards recused herself from Item CS-2 due to a conflict of interest and left the meeting at
3:34 p.m.
