HomeMy WebLinkAboutReso 66-23 Increased Health Contributions Effective Jan 1, 2024 _FINALRESOLUTION NO. 66-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MORRO BAY, CALIFORNIA ADOPTING AMENDMENTS TO THE MEMORANDA OF UNDERSTANDING BETWEEN THE CITY OF MORRO BAY AND THE MBPOA, MBFFA, AND SEIU LOCAL 620, AND AMENDING RESOLUTION NUMBERS 54-22, 55-22 AND 56-22 TO PROVIDE INCREASED CITY CONTRIBUTIONS TO EMPLOYEE HEALTH CARE PREMIUMS EFFECTIVE DECEMBER 1, 2023 THE CITY COUNCIL City of Morro Bay, California WHEREAS, the City of Morro Bay (hereinafter the "City") has, and continues to, recognize the Morro Bay Peace Officers' Association ("MBPOA") as the sole exclusive bargaining agent for those City employees designated as being in the Law Enforcement Unit, including the classification of Police Officer, Senior Officer, Administrative Sergeant, and Sergeant for all matters concerning wages, hours and working conditions; and WHEREAS, the current Memorandum of Understanding between the City and the MBPOA ("MBPOA MOU 2022-2024"), was duly approved by the City Council by Resolution No. 58-22 on June 28, 2022; and WHEREAS, the City has, and continues to, recognize the Morro Bay Firefighters Association, IAFF Local 3725 ("MBFFA") as the sole exclusive bargaining agent for those City fire fighting employees, for all matters concerning wages, hours and working conditions; and WHEREAS, the current Memorandum of Understanding between the City and the MBFFA ("MBFFA MOU 2022-2024"), was duly approved by the City Council by Resolution No. 74-22 on August 9, 2022; and WHEREAS, the City has, and continues to, recognize the Service Employees International Union ("SEIU"), Local 620, as the sole exclusive bargaining agent for the City's miscellaneous employees, for all matters concerning wages, hours and working conditions; and WHEREAS, the current Memorandum of Understanding between the City and SEIU ("SEIU MOU 2022-2024"), was duly approved by the City Council by Resolution No. 52-22 on June 14, 2022; and WHEREAS, the City's labor relations representatives and the labor representatives for the MBPOA, MBFFA and SEIU Local 620 have successfully met and conferred to negotiate amendments to their respective memoranda of understanding with the City, pursuant to both the Meyers-Milias-Brown Act ("MMBA") (Gov't Code §§ 3500-3511) and the City's Employer - Employee Relations Resolution No. 08-17, for purposes of providing increased City contributions to employee health premiums for MBPOA, MBFFA and SEIU Local 620 represented employees; and WHEREAS, pursuant to Gov't Code § 3505.1, the City Council must approve the terms of any tentative agreement, including any memoranda of understanding, or amendment thereto, reflecting an agreement between the City and its recognized employee organizations; and WHEREAS, Resolution No. 54-22, which was adopted by the City Council on June 14, 2022, sets forth the compensation ranges and benefits for the City's unrepresented confidential employees; and WHEREAS, Resolution No. 55-22, which was adopted by the City Council on June 14, 2022, sets forth the compensation ranges and benefits for the City's unrepresented management employees; and WHEREAS, Resolution No. 56-22, which was adopted by the City Council on June 14, 2022, sets forth the compensation ranges and benefits for the City's department heads; and WHEREAS, the City's City Council now desires to provide increased City contributions to employee health care premiums effective December 1, 2023 for the 2024 health plan year, as set forth in this resolution. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Morro Bay, California, as follows: Section 1. The City Council hereby authorizes the following health care contributions to MBPOA-represented employees, MBFFA-represented employees, SEIU Local 620-represented employees, unrepresented confidential designated employees, unrepresented management employees, and Directors effective December 1, 2023 for the 2024 health plan year: Employee only - up to $810/month or cost of insurance, whichever is less Employee + 1 — up to $1,439/month or cost of insurance, whichever is less Employee + 2 - up to $1,858/month or cost of insurance, whichever is less Section 2. The Amendment No. 1 to the MBPOA MOU 2022-2024, attached hereto as Exhibit 1," is hereby approved and adopted. Section 3. The Amendment No. 1 to the MBFFA MOU 2022-2024, attached hereto as Exhibit '2," is hereby approved and adopted. Section 4. The Amendment No. 1 to the SEIU, Local 621 MOU 2022-2024, attached hereto as Exhibit "3," is hereby approved and adopted. Section 5. Section I of Resolution No. 54-22 providing for the compensation and benefits for the unrepresented confidential designated employees of the City, is amended to read, in its entirety as follows (additions shown in bold italics): I. HEALTH/LIFE/VISION/DENTAL INSURANCE Effective July 1, 2022, all employees receive the following contribution toward the purchase of CaIPERS health insurance, which includes the required CalPERS monthly contribution: Employee only - up to $767/month or cost of insurance, whichever is less Employee + 1 - up to $1,232/month or cost of insurance, whichever is less Employee + family - up to $1,589/month or cost of insurance, whichever is less 2 Effective December 1, 2023 for the 2024 health plan year, all employees shall receive the following contribution toward the purchase of CaIPERS health insurance (which includes the required CaIPERS monthly contribution): Employee only - up to $810/month or cost of insurance, whichever is less Employee + 1— up to $1,439/month or cost of insurance, whichever is less Employee + 2 - up to $1,858/month or cost of insurance, whichever is less Section 6. Section I of Resolution No. 55-22 providing for the compensation and benefits for the unrepresented management designated employees of the City, is amended to read, in its entirety as follows (additions shown in bold italics): I. HEALTH/LIFENISION/DENTAL INSURANCE Effective July 1, 2021, all employees receive the following contribution toward the purchase of CalPERS health insurance, which includes the required CalPERS monthly contribution: Employee only - up to $767/month or cost of insurance, whichever is less Employee + 1 - up to $1,232/month or cost of insurance, whichever is less Employee + family - up to $1,589/month or cost of insurance, whichever is less Effective December 1, 2023 for the 2024 health plan year, all employees shall receive the following contribution toward the purchase of CaIPERS health insurance (which includes the required CaIPERS monthly contribution): Employee only - up to $810/month or cost of insurance, whichever is less Employee + 1— up to $1,439/month or cost of insurance, whichever is less Employee + 2 - up to $1,858/month or cost of insurance, whichever is less Section 7. Section 4(J) of Resolution No. 56-22 providing for the compensation and benefits for the Directors, is amended to read, in its entirety, as follows (additions shown in bold italics): H 3 J. Health, Life Dental and Vision. Effective July 1, 2022, all Directors shall receive the following contribution toward the purchase of CalPERS health insurance, which includes the required CalPERS monthly contribution: Employee only - up to $767/month or cost of insurance, whichever is less Employee + 1 - up to $1,232/month or cost of insurance, whichever is less Employee + family - up to $1,589/month or cost of insurance, whichever is less Effective December 1, 2023 for the 2024 health plan year, all Directors shall receive the following contribution toward the purchase of CalPERS health insurance (which includes the required CaiPERS monthly contribution): Employee only - up to $810/month or cost of insurance, whichever is less Employee + 1— up to $1,439/month or cost of insurance, whichever is less Employee + 2 - up to $1,858/month or cost of insurance, whichever is less PASSED AND ADOPTED by the City Council, City of Morro Bay at a regular meeting thereof held on the 10'h day of October 2023 by the following vote: AYES: Wixom, Barton, Edwards, Ford, Landrum NOES: None ABSENT: None ABSTAIN: None RECUSE: None CA WIXOM, Mayor ATTEST: ANA SWANSON, City Clerk 0 Exhibit 1 Exhibit 2 Exhibit 3 Exhibit "3" AMENDMENT NO, 1 TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF MORRO BAY AND THE SERVICE EMPLOYEES INTERNATIONAL UNION (SEIU), LOCAL 620, FOR THE PERIOD OF JULY 1, 2022 THROUGH JUNE 30, 2024 WHEREAS, the City of Morro Bay (hereinafter the y") has, and continues to, recognize the Service Employees International Union ("SEIU"), Local 620, as the sole exclusive employee organization representing the City's miscellaneous employees for all matters concerning wages, hours and working conditions; and WHEREAS, the current Memorandum of Understanding between the City and SEIU Local 620 ("SEIU MOU 2022-2024"), was duly approved by the City Council by Resolution No. 58-22 on June 14, 2022; and WHEREAS, the City's labor relations representatives and SEIU Local 620 representatives have successfully met and conferred to negotiate an amendment to the SEIU MOU 2022-2024 to reflect increased City contributions to employee health care premiums effective January 1, 2024, pursuant to both the Meyers-Milias-Brown Act ("MMBA") (Gov't Code Section 3500-3511) and the City's Employer -Employee Relations Resolution No. 08-17, and have jointly prepared and executed this Amendment No. 1 to the SEIU MOU 2022-2024 ("First Amendment"), which was ratified by the SEIU and remains subject to City Council determination and approval; and WHEREAS, this First Amendment shall not be in full force and effect until adopted by resolution by the City Council of the City; and WHEREAS, except as provided in this First Amendment, all other provisions of the SEIU MOU 2022-2024 shall remain in full force and effect. NOW, THEREFORE, it is hereby agreed that the SEIU MOU 2022-2024 is amended in the following particulars only: Section 15.1 of the SEIU MOU 2022-2024, entitled "Health Insurance," shall be amended to read, in its entirety, as follows (additions shown in bold italics): 15.1 Health Insurance 15.1.1 Employees of this UNIT shall participate in the CaIPERS medical insurance plans on a cafeteria style basis, with the CITY contributing the CaiPERS minimum (currently $149/month) to the active employee's medical insurance, and $1.00/month, or the amount required by CalPERS, to retiree medical insurance. Any costs in excess of these contribution rates shall be paid by the employee and retiree. 15.1.2 For 2022, UNIT employees shall receive a cafeteria plan contribution (including the amount required by Ca1PERS in 15.1.1 above) as follows: Employee only - up to $767/month or cost of insurance, whichever is less Employee + 1 — up to $1,232/month or cost of insurance, whichever is less Employee + family - up to $1,589/month or cost of insurance, whichever is less Ol 181.0026/740517.2 15.1.3.
