CITIZENS’ FINANCE ADVISORY COMMITTEE MEETING
JANUARY 23, 2024

ESTABLISH QUORUM AND CALL TO ORDER
A quorum was established by the City Council with all but Council Member Barton present.
Council Member Barton arrived at 3:35 p.m.
A quorum was established by the Citizens’ Finance Advisory Committee with all Members
present.
Citizens Oversight/Finance Advisory Committee Chair Stephen Peck provided opening
comments and requested that, in addition to the items listed in the staff report, the Council
consider adding review of the 10-year financial forecast and regular review of capital improvement
projects with PWAB, particularly for those funded by Measures Q/E, to the CFAC’s work plan.

Mayor Wixom opened public comment.
Homer Alexander, Morro Bay, suggested reinstating review of the Annual Comprehensive
Financial Report and investment reports and including consideration of incurring debt or selling
City property to the CFAC’s work plan. He suggested public services administrative costs
currently charged to Measures Q/E be returned to the general fund in the next budget cycle.
Marlys McPherson, Morro Bay, offered her perspective as a former CFAC and council member,
stating it was important committee members have the knowledge and experience to provide
useful advice on any new responsibilities. Given potential timing constraints, she urged the
Council to be realistic and flexible when adding new responsibilities.

Greg Kwolek, Public Works Director, invited CFAC members to the February 21st Public Works
Advisory Board meeting to comment on the closeout of the Filanc/Black & Veatch contract.
SPECIAL MEETING AGENDA ITEM:
I. COUNCIL EXPECTATION OF CITIZENS’ FINANCE ADVISORY COMMITTEE (CFAC)

Senior Budget Analyst, Melissa Green, presented background information on Measure Q/E and
the Fiscal Year 2023-24 budget cycle and, along with Interim ACM/Admin Svcs Director Conway,
responded to Council and Committee inquiries.
Following discussion, there was Council consensus to expand the CFAC’s work plan in five areas
identified in the staff report and listed below, with the future goal of adding subcommittee review
of the completed Annual Comprehensive Financial Report as time allows.
A. CFAC core duties remain measure Q/E as authorized in Resolution No. 39-22 and Morro
Bay Municipal Code (MBMC), but with an expectation that CFAC’s involvement starts
earlier in each calendar year and the budget process.
B. CFAC is recommended to stay in further communication with its Council Liaison who is
committed to advocating the committee’s interest while bridging any communication gap.
C. CFAC could potentially review the city’s most recently prepared investment reports at its
regular meetings.
D. Joint meetings with the Public Works Advisory Board (PWAB) if necessary for Capital
Improvement Projects considerations.
E. City staff involves CFAC early in Measure E/Q capital project selection as related to the
budget.
The Council did not take any formal action on this item.
